    In this episode of the Ponto a Ponto series, Beatriz Rey and Marcos Mendes discuss the role of parliamentary amendments in the Brazilian political system, their impact on the relationship between the executive and legislative branches, and recent changes that have increased their influence on the public budget. 

    The conversation also analyzes the risks associated with the growing volume of funds controlled by Congress, in addition to presenting different reform proposals to improve the mechanism.

    Meet the experts:

    Beatriz Rey
    With a Ph.D. in political science, she is a researcher at the Universidade de Lisboa and a visiting researcher at Insper. She has served as a visiting researcher at the SNF Instituto Agora, Johns Hopkins University, the POPVOX Foundation, and the Center for Congressional Studies at UERJ and as a legislative assistant in the U.S. Congress (2021–2022).

    Marcos Mendes
    Ph.D. in economics, he is an associate researcher at Insper, a licensed civil servant at the Federal Senate’s Legislative Advisory Office, and an economics columnist for Folha de S. Paulo. He was head of the Special Advisory Office at the Ministry of Finance (2016–2018).
